Position: National Procurement Expert (Full-Time)

Duration: 18 months, renewable based on performance

The Royal Government of Cambodia (RGC) through the Ministry of Economy and Finance and the Ministry of Public Works and Transport (MPWT) has received financing from the World Bank toward the cost of the Road Connectivity Improvement Project (RCIP), and intends to apply part of the proceeds for Consulting Services.

MPWT is now seeking an experienced individual for the position of National Procurement Expert (NPE) to support the implementation of the RCIP by: (a) Ensuring compliance with the RCIP Project Documents, as approved; (b) Complying with the World Bank Procurement Regulations dated July 1st, 2016 applicable to RCIP; (c) Contributing for RCIP to meet the procurement objectives as defined under the PPSD; (d) Supporting all RCIP procurement activities to comply fully with the Standard Operating Procedures (SOP), for all Externally Financed Projects/Programs in Cambodia.

It is estimated that the services will require about 18 person-months of National Procurement Expert, on a full-time basis. The MPWT now invites eligible individual Consultants to indicate their interest in providing the NPE services. In order to qualify for this position, the candidates shall meet the following experience and competence requirements:

  • Bachelor Degree in management, economics, business administration, engineering or any related field;
  • At least Five (5) Years of procurement experience in public or private sectors;
  • At least Five (5) Years of experience in the procurement of Goods, Works, Services and in the management of project procurement procedures in compliance with the Government Standard Operational Procedures (SOP) for donors financed projects/programs;
  • Excellent communication skills, including speaking and writing in both English and Khmer Languages;
  • High level of computer literacy including for Microsoft Office and for the use of Internet;
  • Previous experience in works procurement under IDA and/or ADB Funded Projects is an advantage.

The Consultant will be selected in accordance with the World Bank 'Procurement Regulations for IPF Borrowers, dated July 1st, 2016, revised November 2017 and August 2018 edition, under Individual Consultants (IC) selection method. The attention of interested Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the said Regulations, setting forth the World Bank’s policy on conflict of interest. When not receiving e-mail acknowledging receipt: If e-mail acknowledging receipt is not received within 2 days after submittal, the Bidder shall follow up with the project, based on a "lack of confirmation of receipt, accept that the EOI is NOT received and in such case: i) shall inform promptly that an EOI has been submitted; and, ii) where needed, re­submit until an e-mail is acknowledging receipt.
